Safety: Work safety license for hazardous chemicals, hazardous chemicals registration certificate, fire acceptance certificate for production/storage areas

Industry access: Certification as a standardized enterprise for waste tire comprehensive utilization; third-party testing report in compliance with national standards for products

Supporting requirements: Planning permission for compliant industrial land; for hazardous waste by-products, own disposal qualification or entrustment to a compliant entity

II. Use Side (Scenario-specific, core requirements)

General: Compliant procurement channels; retain sales/purchase contracts, product testing reports and supplier qualification certificates; establish usage records

Industrial fuel use (boilers/furnaces/chemical heating, etc.): Enterprises with a qualified usage volume must obtain a safe use license for hazardous chemicals; combustion equipment shall be equipped with a tail gas treatment system and complete environmental protection filing

Captive power station generation: In addition to the above requirements, additional compliance with the enterprise's internal technical filing for power station fuel use to ensure refined oil meets unit requirements

Chemical deep processing raw material: Possess corresponding chemical production qualifications; the deep processing link shall comply with the production, environmental protection and safety license requirements of the petrochemical industry

III. General Supporting Qualifications (Storage, transportation and operation links)

Transportation: Qualification for special hazardous chemicals transport vehicles; escorted personnel with valid certificates
