The national policy for fully automatic tire pyrolysis centers on encouraging compliant resource utilization and eliminating outdated production capacity, with the following key requirements:
I. Core Policy Orientation
Encouragement and Support: Compliant waste tire pyrolysis is explicitly included in the circular economy system. Projects adopting fully automatic, continuous, and eco-friendly equipment are eligible for policy support, such as equipment subsidies and tax reductions in some regions.
Prohibition and Restriction: Primitive "crude oil refining" with severe pollution is fully banned, and intermittent, poorly sealed outdated equipment and processes are phased out.
II. Key Compliance Requirements
Equipment Standards: Must use fully continuous, automated, and highly sealed pyrolysis equipment that minimizes pollutant generation and energy consumption.
Capacity Scale: New projects must have an annual processing capacity of no less than 20,000 tons, and existing enterprises must have an annual capacity of no less than 10,000 tons.
Environmental Supporting Facilities: Must be equipped with complete tail gas purification, wastewater treatment, and solid waste recycling systems to ensure waste gas, water, and residues meet discharge standards.
Approval Process: Projects must undergo an Environmental Impact Assessment (EIA), obtain a discharge permit, and comply with regulations such as the Industry Specification Conditions for Comprehensive Utilization of Waste Tires (2020 Edition).
III. Industry Upgrading Direction
Policy drives the industry to shift from extensive processing to intelligent, low-carbon, and high-value-added development. Enterprises are encouraged to build digital and intelligent factories, improve resource utilization efficiency, and extend products to higher value-added applications.
