How to Strengthen Compliance Requirements for Waste Plastic-to-Diesel Conversion Technology
I. Strictly Control Source Access and Raise Industry Entry Thresholds
Implement hierarchical project approval and management; only approve large-scale, continuous and closed-process projects, and prohibit small workshop-style projects. Environmental and safety supporting facilities must be planned and constructed synchronously with the project.
Formulate raw material access standards; mandate sorting, impurity removal and dechlorination (strictly control PVC content), establish a raw material traceability ledger, and ban the use of medical waste plastic and highly contaminated waste plastic as raw materials.
Specify compliance requirements for equipment and technologies; enterprises must adopt industrial-grade explosion-proof and high-temperature resistant equipment, equipped with complete exhaust gas purification and safety interlock systems, and the use of unqualified non-standard equipment is prohibited.
II. Strengthen Process Control and Standardize Production Processes and Emissions
Standardize pyrolysis process parameters and define the control range of key indicators such as temperature and pressure. Enterprises must be equipped with online monitoring systems to monitor process operation in real time and eliminate leaks and abnormal emissions.
Set rigid standards for pollutant discharge; exhaust gas must undergo multi-stage purification treatment to ensure up-to-standard discharge of dioxins, hydrogen chloride and other pollutants. Wastewater, furnace slag, spent catalysts and other solid wastes must be disposed of in a classified and compliant manner.
Require enterprises to establish a full-process production ledger, recording raw material consumption, process parameters, pollutant discharge, product quality and other information to achieve traceable data.
III. Improve Product Control and Clarify Quality Standards
Formulate exclusive quality standards for diesel produced from waste plastic, specify impurity contents (sulfur, nitrogen, chlorine, etc.) and fraction indicators, which must comply with relevant specifications for vehicle diesel. The flow of unqualified products into the market is strictly prohibited.
Mandate third-party testing agency inspection and qualified report issuance for products before delivery, and establish a product traceability system to ensure traceable quality and attributable liability.
IV. Strengthen Supervision and Law Enforcement and Improve the Accountability Mechanism
Establish a multi-department joint supervision mechanism, conduct regular on-site inspections and online monitoring data verification, and focus on investigating the operation of environmental protection facilities, pollutant discharge, work safety and other issues.
Impose penalties such as time-limited rectification, fines and suspension of production on non-compliant enterprises; revoke the qualifications and pursue legal liability for serious violations to form law enforcement deterrence.
Establish an enterprise compliance credit file, link violation records with project approval and policy subsidies, and implement joint punishment for untrustworthy conduct.
